Yes. This year, we strongly encourage everyone to go into EMACS self-service and validate their elections. Additionally, if you are enrolled in FSA, you need to re-enroll every year if you wish to continue your enrollment in FSA.

Coverage is effective July 29, 2023

You will see a deduction change on your August 9, 2023 paycheck. FSA deductions will change on your August 23, 2023 paycheck.

In limited circumstances, grandchildren can be added. Please contact Employee Benefits for clarification.

An employee’s parents are not eligible dependents to be on County-sponsored plans.

The grandfathered MPS is governed by your MOU language, which states that if employee elects another plan option they shall no longer be eligible to receive the grandfathered amounts. Therefore, you would not be eligible for grandfathered MPS with either of the new plans.

Medical

The medical provider keeps track of the calendar year out of pocket maximums. The calendar year out of pocket maximum will not reset mid-year as long as you remain with the same medical provider (i.e. Kaiser Traditional to Kaiser Choice).   

Dependents

All documentation for proof of dependency is due by 5pm on July 14, 2023.

FSA

No, you need to re-enroll every year. This is true even if you have funds available for roll-over. You can roll over up to $610 if you re-enroll in FSA. However, if you do not re-enroll in the new plan year, your remaining funds from prior the prior year will be forfeited.

The FSA plan year for 2023-24 is July 29, 2023 and runs through July 26, 2024.

Life Insurance

You can update your life insurance beneficiaries all year long – it is not limited to Open Enrollment. Instructions on how to update your beneficiary allocations.

During the Open Enrollment period, you can enroll supplemental life insurance for yourself and your eligible dependents in EMACS self-service. You can find more information on Supplemental Life Insurance at the Life Insurance webpage.

Dental

If you were unable to locate your provider on the Delta website, you may submit a provider request form to Employee Benefits and request that your provider is contacted by Delta to inquire if they would like to join the Delta provider network.

If you do not select a dental provider at the time you enroll in the DeltaCare USA (DHMO) Plan, Delta will automatically assign you and your enrolled dependents to a dental provider. If this occurs, you can change your dental provider by contacting Delta’s Customer Service Line at 855.244.7323.

Protected Medical Leaves

No, all EAP services are confidential. The EAP does not notify an employer or anyone else when you have called unless you give consent and written permission.

If you are enrolling in a Teamsters Local 1932 Health & Welfare Trust medical, dental and/or vision plans you do NOT need to make changes to your medical, dental and vision plans in EMACS Benefits Enrollment. However, if you would like to make changes or elections to other benefits, such as life insurance or flexible spending account, please ensure you make those changes using EMACS Benefits Enrollment.

Your County Retirement Medical Trust contributions will not be affected if you are a Teamsters Local 1932 member interested in enrolling in the Teamsters Local 1932 Health & Welfare Trust plans
